On 4 June 2026, Efficient Buildings Europe hosted the webinar “Delivering the EPBD on the Ground: Heating & Cooling”, bringing together policymakers, industry representatives and local authorities to discuss one of the most critical dimensions of the revised Energy Performance of Buildings Directive (EPBD): the decarbonisation of heating and cooling systems in Europe’s building stock.

The topic is highly relevant to the objectives of the SHAKE-UP project, which aims to accelerate the energy transition of buildings through innovative solutions, improved energy performance and the deployment of sustainable technologies. Heating and cooling account for the largest share of energy consumption in buildings and are therefore central to achieving the European Union’s ambition of a zero-emission building stock by 2050. The revised EPBD identifies the decarbonisation of these systems as a key pillar of the transformation of the built environment.

During the webinar, experts examined how the EPBD can support the transition away from fossil-fuel-based heating and cooling while promoting energy-efficient technologies, renewable energy integration and large-scale building renovation. Discussions highlighted the importance of coherent implementation strategies, financing mechanisms, workforce skills development and coordination between European, national and local authorities to ensure the Directive delivers tangible results on the ground. The event also presented recommendations from Efficient Buildings Europe’s EPBD Implementation Guide, aimed at supporting stakeholders throughout the implementation process.

Particular attention was given to practical examples demonstrating how innovative heating and cooling solutions can contribute to building decarbonisation. Case studies showcased the integration of advanced heat pump technologies in complex renovation projects and the role of local planning initiatives in supporting sustainable energy systems. These examples underline the growing importance of efficient heating and cooling technologies in reducing energy consumption, lowering greenhouse gas emissions and improving the overall performance of buildings. The transition towards clean heating and cooling is widely recognised as a cornerstone of Europe’s renovation and decarbonisation strategy.

The webinar also reinforced the broader objectives of the revised EPBD, which seeks to accelerate renovation rates, phase out fossil fuels in buildings, promote zero-emission buildings and support Member States in developing effective renovation pathways. As countries work towards the transposition and implementation of the Directive, initiatives such as SHAKE-UP can play an important role in demonstrating innovative approaches and supporting stakeholders in delivering Europe's energy and climate goals.
